School Resource Officer Sergeant

• Work with school resource officers to ensure safety of schools

• Put a plan in motion and developed a team so that all nine school districts to utilize the same reunification plan and sites (first of its kind in Minnesota)

• Responsible for the day-to-day operations of the department. Oversee the department’s 125 staff members, while setting department/divisional goals, expectations and policies. Prepare department annual budget, maintain and adjust budgets as needed with council approval. Manage and led the department’s quick reaction team of Mobile Field Force Operators. In 2022 project managed the remodel of the police department including city hall security upgrades.

• Command the division comprised of detectives (general and drug task force), directed operations group officers along with the department’s crime analyst. Responsible for reviewing and assigning investigative cases, ensuring thorough completion of investigations, background investigations, forfeitures and gun permits. Liaison to outside agencies.

Extensive experience planning and commanding critical incidents including major events and Presidential election visits. Serve as the City’s liaison to outside agencies with regards to emergency response. Led the city COVID response. Completed an update to the City of Blaine’s Emergency Operations Plan; implemented a new City Continuity of Operations Plan; implemented a new citywide emergency notification system. Commended for exceptional response to two water outages in March 2017. Planned and executed the public safety plan (including state and federal agencies) for the 3M Open Professional Golf Tournament and many large scale concerts (Zac-Brown Band, KTIS concerts etc.).

• Responsibilities have included oversight of all budgets, and command of up to 52 peace officers, 9 community service officers, 20 Reservists and 45 junior explorers, as well as patrol-related programs such as the K9 unit, fleet and armory. Known for taking an active role in developing and communicating department-wide policies and procedures; for innovating efficiency processes (such as electronic roll call and reporting), for enhancing public outreach (retail patrol officer, Tip App, cable television program) and for modernizing City technology (such as the successful plan to update City Hall and Police Department security cameras, gates, fences). Specific assignments as Lieutenant have included:

• Command the Patrol division. Initially assumed the role as part of the normal rotation sequence; also maintained the responsibilities of the Professional Standards role.

• Command a division with a Neighborhood Intervention Unit; maintain responsibility for jail operations, department training, field training new officers, and back-grounding new city employees and city liquor licenses. Also manage the PIO (Public Information) function, building relationships with local and national media as needed. Filled in as the deputy chief of police for the years of 2016-2018 in addition to my assigned duties.

• Teach sessions 6-8 hours in length on topics related to the practical application of leadership theory in public safety organizations. One of 7 high-level instructors statewide in a program designed to strengthen leadership skills in candidates for upper management public safety roles.

• As Investigations Lieutenant, commanded investigators and school resource officers; as Patrol Lieutenant, commanded 32 sworn patrol officers, 6 sergeants, and 6 community service officers, as well as 60+ volunteers. In both roles, prepared and administered annual budgets, planned and directed operations, drafted and defined police rules, etc.

• As Investigations Lieutenant, commanded investigators and school resource officers; as Patrol Lieutenant, commanded 32 sworn patrol officers, 6 sergeants, and 6 community service officers, as well as 60+ volunteers.
